8:00 a.m. BOMA Staff team will be in the Pritchard Library with handouts. 8:00 a.m. Check-In opens at the Pritchard Library (8 am to 10:30 am) 9:30 a.m. Team meetings begin with lawmakers (prearranged appointments) 2:15 p.m. Most meetings end by 2:30 or before - then most hit the road back home No group lunch this year – participants grab their own lunch as desired at the Pritchard Library Café. Rod will be present all day for check in and assistance. A zoom pre meeting will be held to review the issues and practice presentations on Thursday Jan. 18 9 am and again at 2:30 pm (same info select one time) Key BOMA Issues in the 2024 Legislative Session: So far 4 key tax issues: - B & O tax on rents and leases a bill that would apply a 1.5% B & O tax on rental income residential and commercial (unless a landlord agrees to limit rent increases an attempt at Commercial Rent Control) a back door rent control effort. SB 6136
- Real Estate Excise Tax (REET) - a bill that would raise the transfer tax from 3% to 4% for sales above $5 million and lower it for sales below $500k. - HB 2276/SB 6191
- Capital Gains Tax – a bill that would raise the Capital Gains tax from 7% to 9% and would add real estate gains to the tax. - SB 5335
- Property Tax – a bill that would raise the limit on the state portion of the property tax from 1% to 3% based on CPI. - SB 5770
Energy issues: - Continuing efforts to ban natural gas as an energy source. - HB 1589/SB 5562
- Building Energy Performance Standards: 1) Rule making, possible changes to existing regulations, determining costs and barriers to compliance. - HB 1976

Most offices are in O’Brien (state Reps) or Cherberg (Senators). Leadership has office in the upper floors of the Legislative Building is everything is close.
