2019 BOMA Washington State Legislative Report


The 2019 Washington State 105-day legislative session ended Sunday, April 28, 2019. State Lawmakers passed an aggressive two-year budget. The two-year state operating budget that began July 1, 2017 and will end June 30, 2019 is $43.7 billion dollars. The two-year budget just passed is $52.4 billion, begins July 1, 2019 and represents a 19.9% increase.

In the past four months, BOMA advocacy team members, our advocacy consultants and BOMA’s Executive leaders met with more than 70 lawmakers in Olympia. They represented the interests of owners, real estate professionals, industry partners and also represented the voice of commercial real estate. BOMA members, advocacy consultants and staff have signed in or testified at nearly two dozen hearings to ensure our voice and concerns are heard.

Oktoberfest Venue - Looking for Donated Space To Hold the 2019 BOMA Oktoberfest

We are looking for donated space to hold the 2019 Oktoberfest Event. If you have or know of a space that fits the criteria below, please contact Cori Taniguchi.

  • In the Core Business District of Seattle
  • Vacant space that has an open (or mostly open) floor plan
  • At least 20,000 square feet
  • Working restrooms and HVAC(floor can be concrete, exposed ceiling okay)
  • Available the week of October 7th (we usually hold this event the second Wednesday of October, but are flexible depending on space availability)

We understand that it may not be easy to know if a space will be available in October at this time, so if you have a space that may be we would love to visit and stay in touch about availability.

Thank You to Those that Participated at Our Annual Women in Action Event

BOMA Seattle King County hosted its third annual Women in Action event on Wednesday, May 8th with about 200 BOMA members in attendance. This year’s keynote speaker was Anna Liotta, an award-winning speaker and best-selling author with a deep understanding on how generational demographics and dynamics affect every aspect of success. The youngest girl of nineteen children, holidays and special occasions have been a first-hand case-study on multi-generational communication for Anna. Anna holds a Master's Degree in Interpersonal Communication and currently serves as Vice President of the National Speakers Association.

Puget Sound Energy: Important Notice for Rate Changes Effective 5/1/19

Puget Sound Energy recently filed requests with the state Utilities and Transportation Commission (UTC) to adjust natural gas rates.The original requests were filed on April 1, 2019. For the results of the filings that became effective May 1, 2019, please see the descriptions below.


Conservation Program Charge: An overall increase in natural gas rates and an overall decrease in electric rates to offset the costs of investments made in energy efficiency programs that are made available to customers.


Property Tax Adjustment: An overall increase in electric and natural gas rates to pass through costs of PSE’s property tax charges. The proposed increases would be reflected in the Electricity charge listed on the electric bill and in the Delivery charge listed on the natural gas bill.


Revenue Decoupling Adjustment: An overall increase in electric rates and an overall decrease in natural gas rates under the decoupling mechanism previously approved by the UTC, which allows PSE to periodically adjust rates up or down based on difference between actual and allowed revenue from the past year. The proposed changes would be reflected in the Electricity charge listed on the electric bill and in the Delivery charge listed on the natural gas bill.


Cost of Gas: A temporary increase in natural gas rates resulting from higher than normal winter demand and a reduction in gas supply due to an out-of-state explosion on a supplier’s pipeline. This temporary rate increase is proposed to be in place to two years.


Federal Tax Reform Credit: A temporary decrease in electric and natural gas rates which finalizes the return of taxes previously collected between Jan. and Apr. 2018. This rate decrease is proposed to be in place for one year. The proposed temporary adjustments would be reflected in the Electricity charge listed on the electric bill and in the Delivery charge listed on the natural gas bill.


Power Cost Adjustment Clause: The first of two electric rate adjustments resulting from Microsoft’s move from bundled energy service to delivery-only service. This adjustment increases electric rates. A larger offsetting rate decrease is planned for the summer of 2019.

How Do You Measure Up?

The newly revised BOMA 2018 Gross Areas of a Building: Standard Methods of Measurement (ANSI/BOMA Z65.3—2018) is a versatile tool that gives property professionals worldwide the ability to accurately measure nearly any building, from industrial and retail to mixed-use and campus-style facilities.

The Home Depot offers BOMA members an exclusive annual rebate incentive program. Receive a
2% annual rebate on all qualifying pre-tax purchases (a qualifying purchase is any pre-tax purchase on a registered account), plus extra services and savings. There is no cost to enroll. Annual purchases must total a minimum of $25,000 to qualify for the rebate.

This rebate period runs March 1, 2019 through February 29, 2020. You can enroll at any time; however, the sooner you enroll the sooner you start earning your rebates. Rebate payments are issued annually within 60 days of the end of the rebate period.
